Serving his third-term as King County Executive, Dow Constantine leads one of the largest regional governments in the United States. Throughout his public service career, Dow Constantine has been an outspoken advocate for environmental protection, public transit, and government reform. His priority is that every person be able to thrive, be economically secure, and contribute to the life of our community.
Under Dow's leadership, King County Metro weathered the Great Recession, expanded service, and increased rider comfort to meet the needs of more than 400,000 daily customers. Dow also placed the nation’s largest order for battery powered buses, and set the course for Metro to become a zero-emission transit fleet. Dow has been a consistent supporter of transportation alternatives and, as Sound Transit Board Chair, led the three-county agency in creating the regional light rail expansion plan strongly endorsed by voters in 2016.
In addition to Sound Transit, Dow serves on the boards of the Puget Sound Regional Council and Mountains to Sound Greenway. Prior to becoming Executive he was a longtime volunteer for his high school, and previously served on numerous volunteer boards including the West Seattle HelpLine, Allied Arts of Seattle, the Delridge Neighborhoods Development Association, and the Washington Trust for Historic Preservation.
Alain Quinet is the Deputy CEO of SNCF the French national rail operator, with 149,000 employees. SNCF is one of the world's largest high speed rail operators running more than 800 HSR services every day, plus commuter and freight trains, and HSR consulting in 6 countries. In 2017, SNCF recorded €33.5 billion in sales in 120 countries.
Alain is a graduate of Institut d'Études Politiques de Paris and École Nationale d'Administration, and held a variety of government positions in economics and finance beginning in 1988. In 2002 he was appointed economic adviser to the French Prime Minister, and in 2005 he joined the Prime Minister’s office as deputy chief of staff for economic affairs.
In 2007, he was named inspector general for finance and became a member of the board of directors at Réseau Ferré de France (RFF). From 2008 to 2010, he served as chief financial officer at Caisse des Dépôts Group and chairman of CDC Infrastructure. In December 2010, Alain Quinet became RFF’s Deputy Chief Executive Officer. He has been a member of France’s Economic Council for Sustainable Development since 2008 and a member of the French National Economic Commission since 2010.
After serving in the Washington House of Representatives for six years, Marko became a Senator in 2014. Throughout his service in the Legislature, Marko has focused on policies to advance a strong economy based on good-paying jobs, a safe and quality education system, and a balanced transportation system that serves the whole community, including Sound Transit 3.
As a member of the Transportation Committee, Senator Liias helped pass one of the largest transportation packages in Washington's history, helping to bring good jobs and reliable transportation to the district and county. As a member of the Higher Education and Workforce Development Committee, he also works for job training and employment opportunities that set young people up for success and financial stability.
Neal Payton is a Principal in Torti Gallas, a well-known leading firm in Transit Oriented Development, New Urbanism, and urban design. Neal directs the firm's West Coast office. His work involves planning activities at a variety of scales, including inner city revitalization, inner suburban infill and refill, and transit-oriented development. Mr. Payton's urban design efforts have been honored nationally with numerous design awards from the American Institute of Architects and the Congress for the New Urbanism, among others.
Millar joined WSDOT in October 2015 and was appointed Secretary of Transportation in August 2016. He oversees an agency that is the steward of a multimodal transportation system and responsible for ensuring that people and goods move safely and efficiently. In addition to building, maintaining, and operating the state highway system, WSDOT is responsible for the state ferry system, and works in partnership with others to maintain and improve local roads, railroads and airports, as well as to support alternatives to driving, such as public transportation, bicycles and pedestrian programs.
Secretary Millar
Millar is an experienced land use and transportation engineer, planner and program manager with an international reputation for innovative approaches to conservation and development. The prominent theme that has run through his career has been planning and implementing transportation systems that are not ends unto themselves; but rather, the means toward economic vitality, environmental stewardship, social equity, public health and aesthetic quality.
His work on the Portland Streetcar and the Glenwood Springs to Aspen Bus Rapid Transit system provided communities nationwide with new modal tools. His National Complete Streets Coalition leadership helped create a national movement for transportation systems that are safe, convenient and pleasant for all users, regardless of how they choose to travel. His state Department of Transportation leadership is bringing innovation to agencies with enormous influence on transportation investment.
Neil Peterson, Principal, Transportation Solutions
Mr. Peterson brings over five decades of unique work experience in the public, private and nonprofit sectors.
He has served as the Chief Executive Officer (CEO) of the public transportation systems in Seattle (Municipality of Metropolitan Seattle/Metro), Oakland (Alameda County/Contra Costa County Transit District/AC Transit), and Los Angeles (Los Angeles County Transportation Commission/LACTC). More recently he served as the CEO of the largest toll road network in California.
A leader in the transportation industry, Mr. Peterson served as a senior transportation strategy consultant with Booz, Allen & Hamilton and CH2M

Hill, and he founded Transportation Solutions –a consulting firm providing strategic advice and technical assistance to public agencies involved in the design, financing, operations and implementation of express lanes, road pricing, toll roads and major transportation infrastructure projects.
He served as the lead outside consultant for the USDOT’s FRA high speed rail program, and more recently has been the principal consultant to the High Desert Corridor Joint Powers Authority which is developing high speed rail service between Southern California and Las Vegas, Nevada.Mr. Peterson also founded ExecuTemps –in which he served as interim CEO, CFO, and COO for a variety of private firms including an automated people mover company. He is best known for being the founder of the highly acclaimed car sharing company Zipcar, which operates in cities across the United States, Canada, and Europe, allowing us to reduce our reliance on foreign oil, meet environmental, green house gas, carbon reduction and the global warming goals, and make our cities more livable.
Dr. Anthony Perl, Professor of Urban Studies, Simon Fraser University
Dr. Anthony Perl is a professor of urban studies and political science at Simon Fraser University. His current research crosses disciplinary and national boundaries to explore the policy decisions that affect transportation, cities and the environment.
His findings have been published in numerous political science, environmental, urban and transportation journals. He has received awards for outstanding papers presented at the World Conference on Transport Research and the Canadian Transportation Research Forum.
Dr. Perl
He has also produced five booksincluding New Departures: Rethinking Rail Passenger Policy in the Twenty-First Century (University Press of Kentucky 2001) and his latest book, co-authored with Richard Gilbert, Transport Revolutions: Moving People and Freight Without Oil (New Society Publishers 2010).
He has advised governments in Australia, Belgium, Canada, France and the United States on transportation and environmental research and policy development. He is a member of the Board of Directors of VIA Rail Canada and chairs the intercity passenger rail committee of the U.S. Transportation Research Board, a division of the National Research Council.
